Stickier tires = Better cornering. If all you do is increase the size of the wheel with out improving on the tire compound (softer) then you wouldnt have improved your cornering grip much, just your steering responce.

Any way, in the quest to make the car handle better.... a short "tree" would look something like this.

In order of importance
1. Tires
2. Alignment
3. Dampers
4. Springs/anti-rollbars
5. Chassis braces

some things will need to be done before others (alignments tend to be last even though their importance is very high for the overall performance of the car).

There is a chance you can blow the stock struts, I rolled dropped 3.5 inches for about 30,000 miles and never had a problem with the stock struts, never blew.

thecheat is an unknown quantity at this point
Zzyzx has it right

if you want cheap stuff you can do yourself and will feel when you drive it, do a RSX rear sway bar and a neuspeed front upper strut brace. Once you get all the parts together it will take maybe an hour depending on what trim level you have. Big wheels wont do **** but look cool, sticky tires are where its at. Those honda 15s you want would be nearly ideal, slap some sticky rubber on them suckers and go to town.

One thing to keep in mind.

Lower center of gravity is a great thing. Wheel travel is annother great thing. If you are planning on actual competition then a set of drop springs, or better, full coilovers, might be the best thing for you. If you are looking for a fast way to cover ground in the canyons or comute in the car regularly, stock height works just fine. Mine isnt at stock height because I'm cheap or dont know how to change it, its at stock height because where I drive it works better that way.
