Alright, I'm about to buy this 98 Civic Ex, except the rear drivers side tire is tilted.
Looking at the tire from behind of the car, the bottom of the wheel is sticking out and the top is tilted into the body.
I was told the camber kit is responsible for the tire being tilted, and when the car is lifted from its dropped position it will straighten out the tire.
Are there any bad effects on the car from the wheel being in this position?
I never have seen tires tilted like that. Any advice on that?

the camber kit is supposed to correct that. driving around like that will wear out the inside of the tire quickly, thus causing you to buy new tires more often. i suggest getting him to lower the price of the car, seeing how you apparently will need to get a camber kit, AND new tires (depending on how long he's been driving around like that). CHECK THE WEAR AND TEAR ON THE TIRES

1. is the car stock or has it been lowered?
2. if the car has been lowered, I'd recomend not buying it, there are plenty of Stock civics around, you dont need to buy some ones elses hack job.
3. if the car is stock.... your looking at a couple of probable causes of the excessive negitive camber. Worse case, its got a bent control arm, Best case... the bushings are severly worn out. Totally worse case... the cars been in hit in that quarter and who ever repaired it did a crappy job. if its just bushings... and you really want the car, go for it. if its any thing else... like I said there are plenty of other civics in the world.
