I dunno if it is absolutely required, but you should do it when you put new pads on. That way, the pads and the rotors can wear in together.

the guy in the shop asked u if u "want to"but didnt say u "need to",resurfacing the rotor will make it have better contact with the new pad,u can spend the money on it to guarantee ur rotor stay in good shape.if u dont, u can always wait until the rotor worn out to the minimum thickness, then u will have to replace it.

Normally you should resurface the rotors everytime you replace the pads and here is why.
If you don't feel any vibration before you replaced the pads then the amount of surfaced removed from the rotors will be very minimal, which means that you can probably resurface them at least 2 more times.
The rotors over time will get wear groves from the old pads that need to be removed, you might not be able to see them with the naked eye but they're there. Resuracing will insure "even" pad wear.
Plus resurfacing rotors correctly will also reduce the chances of the brakes squeaking.
Finally it is the correct and professional way to complete a brake job, not to mention that the calipers should be rebuilt or replaced at the second brake job. I was ASE certified in brakes for many years and I'm speaking from experiance and education.
Your brakes are the most important part of your car, next is your tires, take very good care of both of them and don't skimp out on the cost.
