HI EVERYBODY, Hope your havng a great day!
I recently bought a 2003 civic ex with 14in rims(195/65/14 tires). As per the body sticker its supposed to have 15in rims (185/65/15 tires).
Is there a way I can check to see if the computer is set to 14in rims?

Can you change the computer to match your wheel size?
If no GPS your could have someone drive next to at a set speed and compare there speedometer to yours (if they have the proper wheel/ tire size for there vehicle).

YES you are all right. I can even look for those radar signs that post your speed.
I have to pick up an obdi scanner and was wondering where to look for rim size changes if they even have such a setting.

No, there is nothing that can be reprogrammed for different rims on that car.
The ONLY thing that will keep your speedo accuracy intact is to match the tire circumference in revolutions per mile (or KM if metric) to the original spec tire size. Any variation from original contributes to speedo error.
This has absolutely nothing to do with wheel size or rim diameter.
I researched tire sizes and picked a set of tires that were an exact match to the original tires' overall diameter.
I went from 15 inch wheels with 195-65-15 tires to 18 inch wheels with 225-40-18 tires, the speedo accuracy is still golden because the OVERALL tire diameter is the same.
I used the tire calculator at miatanet to figure mine up. http://www.miata.net/garage/tirecalcold.html

Sorry, can't do that at this moment.....
Use that tire calculator. Enter the correct size tire. Read the specs.
Play with the numbers to find a 14" tire that has the same overall diameter.
Parts catalog says 03 DX and LX cars got 185/70/14
EX got 185/65/15
