no i havent tried a clay bar. where would i get one?
it looks like etching, maybe some degreaser that was left to dwell to soon or it was sprayed on a hot wheel...to remove it your gonna have to use something somewhat agressive, if those wheels are clearcoated then you can use the same products you would on paint, and most wheels arent clearcoated on the inside...so take one wheel off, degrease it when cool, then when the wheel is clean apply some paint cleaner with a terry cloth applicator then use a compound like meguiars #83 (dacp)..see if that works

*brake* cleaner would be far to aggressive..when it comes to caring for the apperance of surfaces, its best to use the least aggressive appoach possible...you only get one chance to find out wooops that was to harsh maybe not the best idea...now if he didnt care bout the finish that would be one thing, but try my approach you might be surprised

This happened to mine too, and I basically just said the hell with it,stripped them and had them powdercoated. The clearcoat they used is apparently garbage. My guess is that those marks are a result of brake dust getting into the clear coat and eating it. Thats what it looks like to me. You washing them just revealed it.
If thats the case, there's not much that will fix it, brake dust is corrosive and it does stuff like eat clearcoat.
You can try a lot of different things, but if it looks and feels etched in, which it looks like to me, then its not coming out with anything short of reclearcoating the wheel.
