Clear coat on rims chipped?

Clear coat on rims chipped?
One of my rims has some chips in the clear coat from stones etc. - it is continuing to peel and its starting to look kinda bad. Dirt collects under the edges and makes it even more noticeable.
I asked the guy at the wheel shop about it and he said this happens and I should just peel off the rest of the clear coat...
anyone have any suggestions for how to easily remove the clear coat, i tried scraping away at it, it comes off in tiny flakes and is going to take FOREVER arghh
is there a way to reapply the plastic like clear coat and have it look seamless or is it truly better to remove it?

I painted my old rims with a spray can, and bought a spary can of clearcoat from lordco and it did the trick, its also easy to repair if it gets chipped again. But i would strip it all off 1st, to ensure that it all looks the same.

I went to a few places in the phone book yesterday that do rim refinishing, the one guy said he can do just the outer lip refinished and re-clear coated for C$50 per wheel which doesn't seem too bad.
They mount them on a unit that spins them around super fast while applying a sanding compound to remove the old CC, then reapply - definitely would not be possible for me to do very well so I'm gonna pay to have them done I think.
