Wheels size w/lowering......

I am planning on buying some new wheels and tires, but i don't know which size i should get. I want to lower my car so it sits about 3" or so off the ground, and i didn't know if i cold do that with 17's, or should i get 16's?? i was also wondering about what tire to get if i got either wheel. I live in Michigan where the roads are pretty terrible so i don't want crazy thin tires, just ones that if i hit a pothole or something my wheel won't get destroyed. Ne suggestions??
