Wheel Weight
You have one type of wheel that weighs 12 pounds and another type that weighs 13 pounds.
Is there going to significant performance diff in going with one wheel over the other?
I'm assuming everything else is the same(engine, car, etc all constant)

Get the wider one..... :P but you should know that all ready.
a 1 LB difference on simmilarly size wheels is worth Hundredths to thousands of a second... If you're searching for that last Hundredth, then go for the lighter wheel, other wise you probably wont notice the difference.

Zzyzx I saw some wheels that had 4 bolts and were 15 x 8. They were really expensive

Anyhow this is just preparation. I'm tunning the suspension first and buying wheels in April.
for the 15 x 7 wheels do I need to worry about rubbing?
Is mugen the same as rota? Cause there wheels look awfully similar?

Thats because Rota makes cheap cast knockoffs of Mugen's forged wheels. The Mugen wheels are not even in the same league. They're some of the lightest and strongest wheels you can buy, consequently they're over $500 each.

If you're looking into performance, do not forget to consider, contact surface area, and the stiffness of the sidewall. Both of which you will get in a bigger/heavier wheel. I think there was a huge debate on here on proper racing wheel size. But I'll let you look it up.

to my knowledge, sadly, the smallest wheel we can fit over the calipers is a 14.... but this is unconfirmed, so we Might be able to fit a 13....

Rota makes some decent wheels, and the lighest 15X7 they make is the Slipstream @ about 13 LBS. The good thing about Rotas is in their Cost and durability. A 15X7 slipstream can be found for around $110-$125 each, if you look around enough.
Kosei makes some good and light 15X7s at a resonable price too...
THe K1 weighs about 13.5 lBS and runs about $130, the K1 TS weighs about 10.6 and Costs about $145
