What's the best way the paint out of the inner hole of the rims? Is there anything I shouldn't use? I don't wanna damage my rims because of a bonehead idea. Below is a picture of one of the rims in question. They are factory honda alloys.

i painted inside the whole that the center cap covers, just on the rim though, i'm not worried about the part of the car that shows there

Try a clay bar like Mothers' if it is just over spray.
