They're made by Esses Racing, Pretty much specifically for their team of race-prepped Civics.
15" is all you're gonna get for Civics from most Racing Houses.
Some damn fly *** wheels though. I've got a set.

The TR-05 is available in 17", but its different.
Its a popular style. Try Konig Traffiks or Black Racing Pro N1. Swing big with the Advan RG ($415 for 17")

Well... the speedmasters are the most closely related to SSR's and they also have a big name and have a very lightweight rim... the SSR comps weigh 13lbs at 17"... but i want some wheel with a polished lip that look exactly identical to the SSR comps and i am also going to powdercoat the inside red to color match to my body (rallye red)... do you know of some really really really cheap deals i can get?

I'd hardly call Speedmasters a big name. They're basically made to order production runs put out by a few shops.
I wouldn't compare them to SSRs, but I think SSRs are crap anyways. They're some of the most flexible rims made. You can actually permanently deform them under hard cornering. Speed Star Racing, but it ought to be Soft **** Rim.
Like I said...
Pro N1

Konig Traffik

They're both popular, just go buy something. Don't expect to find a decient 17" rim for the same price as the $110 Speedmasters.
If you're custom finishing, it doesn't matter what color because the whole wheel will need to be stripped before they start anyways.
