Rays makes Black locking nuts... they'll run you about $135.

www.wheeldude.com sells a set of black locks, and a set of black lugnuts. I believe they're Zenki nuts... I have a set, they're pretty nice. Forged Duraluminum, .9 oz each, they don't strip. I don't remember the exact cost, but they're probably around $80 for lugs with locks.

Then you have good ole McGard splinedrive lug nuts for Tuner Wheels. The part number for the Civic kit in black chrome (with a lock for each wheel) is 65457BK.

They are actually in stock right now at www.summitracing.com
Put " mcg-65457bk " in the "Enter Summit part number" block and it will bring up a description & photo of the kit. By the time you pay shipping/handling/BS, they cost around $80-$85
