AC Compressor clutch does not engage 2015

AC Compressor clutch does not engage 2015

Hello, I inherited 2015 Civic with only 27K miles on it. I just discovered that AC blows hot air. Upon inspection I saw that compressor clutch does not spin when AC turned on.
I checked the fuses and tried to swap the relays, to no result. Unless I swapped wrong relays? What else can it be?

Could be low refrigerant. You would need a set of gauges to check.

I'll try to charge it. Do not have the gauges. But it seems like electrical issue to me. I notices that fans are not spinning. But it could be due to the cold engine.
