blower motor for honda civic 2004
When I turn on the car, the fan-motor blower works at full power regardless of the position of the speed regulator. It also works when the button is in the off position and it cannot be turned off.The speed cannot be regulated at all.What is the problem?

Control panel may have failed, or the wiring may be shorted
