AC struggling with warm temps is this normal?

I have had my 01 EX for so long I don't know if this has always been a problem, but the AC does not effectively cool the car when its hot outside. The air coming out of the blower is generally cold when I'm driving, but when it gets into the 80s and sunny, long-distance freeway driving, the AC is not enough to cool the car on a sunny day. I have not had to do any maintenance on the AC since buying the car. Is this normal that cross-country driving the AC wouldn't be able to keep up on hot days?

The car is 20 years old, might need a recharge.
The AC on the 6th and 7th gens is best described as barely adequate.
