Hi, I have a 2001 honda civic that recently got it to engine replaced. I haven't tried to start the car before the engine replacement. The car came with a blown head gasket. After engine replacement when I tried to start the car the car did not start and hesitated. Also, I observed the lights on the dash are dim. I connected a blue driver OBD code reader to read the codes and the lights seem to get back to its normal brightness. I was able to start the car as well. But I cannot start the car without the device connected to the OBD port. Seems like a grounding issue. but is there a way to determine where is the grounding issue. So far I cleaned up the ground connection at the battery negative terminal that connects to the chassis and transmission.

Yes, I installed my self. I found that the left ground wire from the image is disconnected. I cleaned it with a wire brush and connected it to the water neck and it worked.
