So I was gonna buy a civic and I’ve been reading this thread and wanted to help with a solution someone else fount. They had this same issue. Wet spark plugs good compression good timing but acted like it’s out of time. It was the cap and rotor. When they checked the spark plugs one at a time they had spark. But if they pulled all of them and cranked the spark was intermittent and incorrect. Rotor and cap. Changed it and ran fine
