I'm wanting to smooth out the body, and eventually wrap or repaint the car. A really bad spot is on the hood, how would I patch this up? And how would I do small dents on other parts of the body? I don't have access to a garage and it rains often where I live. I don't mind the car having spots where the patches are, since I plan on wrapping it anyways. Here's a picture of the hood
are those dents or rust spots?

I honestly cannot tell, the previous owner did really bad job at touching it up by using the wrong colored green paint and they used way too much, but it's been peeling off too. How would I be able to tell if it really is a bend or just rusting
