Fuel pump no prime

Fuel pump no prime
For some reason when I fill my cars tank fully my fuel pump does not prime until a couple minutes later the fuel pump is heard and the car will start. When I’m below 1/4 of the fuel pump will not prime, sometimes it will RARELY start until I put more gas in it. I have changed my fuel pump but it still has the same issue. Any ideas on what it could be?
