Wierd D14 nonvtec issue

Hey guys I have a wierd one
my hinda civic 1998 D14 had a wierd idle the other day 1000 to 1600 rpms and now it doesn't start (turns over) here is everything i have done

battery is brand new
Checked for spark (sparks)
New spark plugs
Has fuel pressure
Cleaned and checked if injectors function under 12v source (they work)
injector plugs are sending 12v pulses
main relay works
all fuses and relays are good
No errors came up in the diagnostic check
Car starts with starting fluid
Safety cut off fuel switch hasn't been triggered
Car has oil and coolant

Please any help will be appreciated I'm starting to get desperate 🙏

check timing. (belt, distributor)
check sensors (camshaft, crakshaft) - use only OEM, Hondas are finicky about sensors

I'm gonna sound dumb but where is the cam/ cramck senor located on the D14 i couldn't seem to find it?

look into EU forums. Not sure where the EU version would differ to the US version that we know most
