2000 civic si seems to run rich

2000 civic si seems to run rich

The car sat for 10 years be for I got it from an old couple who's son was a Honda tech and meticulously kept both the interior and exterior clean and did a couple mods to my knoledge(full dx series exhaust, forged rods and pistons, Hondas s200, obd2 to obd1 conversion) I started driving the car recently and at first it had some starting issues so I replaces cap, rotor, and stark plugs seemed to fix that then I let it in storage for the winter till recently I started dailying it and it seems to run rich. Black spark plugs hard time idling (sometimes it will idle normally) mostly after a warm restart and sometimes stalls at a stop. Then today I started it after getting some gas and it wouldn't go over 600 rpm no matter how much pedal till I kept it there for a min then it revved back to like like normal. It seems to do this most times I restart it after it getting to operation temp. I checked the basics like knock sensor and cleaned the tpms and coach. The car runs under load decently never had a problem accelerating it's just when it's idling and being started.

Probably something to do with the s200 that's an aftermarket ecu/tune thing right?

I was thinking that but it seems to be more sensor related than ecu j did get a check engine today I'm gonna check out and go from there
