Running rich after filling up tank

Anybody have any idea why my civic would run rich after refueling the tank? It's a 99 si (b16) that's boosted but it did the same thing before it was boosted. My a/f gauge is pegged at 10 after filling up the tank for about 5 minutes then it will eventually go back to normal. It will idle really rough and sound like it's on 3 cylinders just after refueling. Idk if it's a fuel pressure thing or something I need to find in hondata. It's the weirdest thing. Any ideas?

Using 93 Octane?

Any of the spark plugs have black soot/carbon (poor ignition) buildup? If so, ensure spark plug gap is correct. Other than that possibly leaky fuel injector(s), valves out of spec adjustment, spark plug wire (poor spark), check compression.
