Cluster temp gauge spiking

Ok guys i need some advice....
My water temp gauge is spiking once it reaches operating temp. I've replaced ect sensor, fan temp switch, radiator cap, and thermostat. No loss of fluids or fluids being pushed into the overflow... I've checked water pump for circulation and leaks and its working properly with no leaks.... I've tested the above mentioned sensors and they work. I've even removed the thermostat and tried running the car without it but gauge in cluster still spikes out too hot... any help or advice would be appreciated.
Radiator fan works when shorted out but cant get it to turn on with the sensor plugged in and car is idling...

Might be a voltage spike if some sort.

If the temp sensor was replaced with on OEM part, them my next test would be looking at the voltage at the gauge.
