P1509 Code after months, dealership couldn't even figure it out.

P1509 Code after months, dealership couldn't even figure it out.

I have a 1999 Honda Civic with a p1509 code that will not go away. I've replaced that IACV twice, and the Computer. I've been chasing this problem for months. The three pin connector seems to get power as it should. I cleaned the throttle body and IACV initially and it kept the code away for a day before it came back. I towed it to the dealership and they worked on it with the only resolution being to replace the IACV or the intake. (The intake was swapped by the previous owner years ago and it never caused any problems in all that time. The engine is a y7 with a y8 intake.) I replaced the IACV for the second time today with a better quality part and it didn't change anything. I rest the code and it comes right back, even with the car in the ON position. The current symptoms I'm experiencing are the CEL and when it's being driven around 1200-1500 rps the car jumps a little. But once you're bellow or above the spot it jumps at, it's fine. Any help would be greatly appreciated. The car is somewhat driveable, but it's my girlfriends car and I can do consciously send her off on it knowing it's acting funny. There for I am driving Mrs.Daisy until the problem is solved. I'm hoping this is the spot to find some real help, the dealership sure didn't help much. Lol
