I’m in desperate need of a certified electrician or someone who knows all the ins and outs, I have a couple electrical issues and I just don’t have the proper tools to diagnose and fix, Should I go to a Honda dealer even tho i drive a 97 and have a bunch of aftermarket?

I’ve called a dealer and they said they can still work on it but i really don’t believe so and for a shop i can’t find one.

You need a technician not an electrician. Ask around for local people.
