1991 Honda Civic DX - Exhaust System Question

My 1991 Honda Civic Hatchback recently failed smog inspection. Looking under the car, it looks like the catalytic converter is completely rusted and needs to be replaced! Th bolts connecting the pipes are completely corroded along with the catalytic converter itself. I'm leaning towards purchasing a new exhaust system, but not sure which one to purchase. I'm looking for exhaust system that will pass inspection here in California.

If anyone has any suggestions on what type of system to buy that won't break my bank account, please let me know.

I passed aircare in Canada with a megnaflow system and megnaflow, high flow cat.

The cat. is the real issue not the piping.

Make sure your Bunt holes are in the exact position as the OEM cat., or you will get a CEL and fail.
