Can you buy a key fob programmer?

Can you buy a key fob programmer?

Long story short. I bought a used 2010 EX, owner only has the blade, broke the fob long ago and has no idea where it is. (Fwiw the car sat for two years)
It turns over and runs for 1 second before dying. At first I thought it might be a bad fuel pump or maybe dirty fuel filter.
Took a few days before I discovered this was due to having a "smart key" with an immobilizer.
(Fwiw "smart keys" are new to me. Never owned a car with electronic "security" My '03 EX certainly doesn't have it ;-)

So my question is: Can I buy a key fob programmer or is the only way to get a new fob programmed at a dealer (or maybe by a locksmith)?

I figure if a locksmith can buy a programmer why not get one myself and save a few bucks.
Based on the cost of a new key, programming, and towing to a dealer to get it programmed.... a programmer tool might cost less??
That said if buying a programmer is possible does anybody know where to get one?

I believe you'll need to go to the dealer with the VIN and proof of ownership in order to get a programmed one. Even with your own programmer, you wouldn't be privy to the necessary information. If you had a fob already, you could maybe go about copying it, but that's the cheap part.

Locksmiths would be unable to help here for the same reason.
