Depends on what the engine is actually equipped with, Honda does have engines that employ both of the mentioned systems in one way or another........
The D17A2 engine is only equipped with VTEC, but people and info resources try to call it several other things.
Abbreviations, names and nomenclatures are often confused and jumbled, and many people try to assign other familiar names given by other manufacturers to whatever system is in front of them at the time

Well I'm looking at buying an 02 ex sedan, the guy said it had a jdm swap, so d17a I'm assuming, and said that the variable timing solenoid needed to be replaced. He said being out it "takes power off the top". I asked if it was the vtec solenoid and he said no, that it was the variable timing solenoid. Said that was all that was wrong with it though.

I'm just wondering whether it's a variable timing oil control solenoid or a vtec solenoid, and whether or not it even has the variable timing oil control solenoid. And maybe what to look out for when checking it out.

The JDM D17A is also equipped with VTEC (no matter what the seller wants to call it).
Some of those engines were not equipped with a VTEC oil pressure switch. Most engine swaps from D17A2 to D17A just need the switch transferred from old engine to new.
If the pressure switch is present and was wired correctly but the system does not work and sets a code, that's a different problem altogether. Many possible causes and solutions.
