help! high revs slow acceleration and noise(video)

I have a 02 honda civic ex AT. I just bought the car. the car came with the p1607 failed ecu code. figured that was causing the car to gain speed slowly. Replaced the ecu and the problem persists and got worse today. I cant gain speed to safely enter the interstate. mostly top out at 50 mph. the car will rev high and make a rattling noise but it will barely gain speed. I'm afraid to drive with my daughter in the car because i've almost been hit twice now.

VIDEO:

I already changed the trans fluid. which was definitely dirty.

No check engine light

Torque converter slipping? The tach seems to be accelerating like it should.

There's a bulletin for the code that says to replace the PCM, what did you replace yours with?

I saw it bounce off the rev limiter when you hit the gas pedal in Park....try flooring the gas pedal (and I mean mash that pedal to the floor for this!) and see if the RPM does not reach the rev limiter.

Got any new codes?
Got a scanner that can read live operating data?

Low power:
Check cam timing and check exhaust backpressure.
