Check to see if it's not broken or the condition of the belt?
You can check if it's broken by popping out the cam plug and seeing if the cam turns while you crank.
To check condition the valve cover needs to come off as far as I know.

Best way is to look at time and miles since the last replacement.
7 years or 100k miles whichever comes first.
Decide, then commit.
Really, it can be damn hard to judge the age unless it's brand new or totally rotten.

does the bottom cover come off easy?
what would I look for if i could see a part of the belt. i mean the not too obvious stuff!

I bought the car used @ 118k miles. I have no idea what was done or not

ooh, that makes it tough.
Pull top cover off, and you may have to turn the crank to see: Look at the painted lettering on the belt, it is bright, crisp and clear and fresh looking or does it look worn and dark?
If the lettering is worn, it might be old enough to replace.
If it looks fresh, Then look for weather cracking and whatnot.
