Climate Control
I have a 2003 Civic Lx. The a/c and heater work fine, but, only draws air from the outside. If I push the button to recirculate, the button lights up and continues to draw air from the outside. I have looked for information here and elsewhere but only find problems related to heating which is not my issue. Can anyone point me in the direction where to go so I can fix this? I have two repair manuals as well and don't tell me squat.

1a) I would first flip the glovebox wide open and make sure the recirculate actuator wire harness plug is properly connected. Someone may have been in there doing other work and forgot to plug it back in.
1b) Operate the controls. Watch the actuator to see if it actually is moving and determine if this is an electrical problem or a mechanical problem.
Plastic linkages can break, that is not an electrical issue at all.
If this is an electrical issue, then:
2) Check fuse #14 in the dash fuse box
3) Check for any codes stored in the HVAC control panel
4) Perform circuit testing for the recirculate actuator.
