Sluggish 98 Civic EX D16Y8

Wondering if you might be able to help me. I have a 98 civic ex engine D16Y8. Did a tune up back in December. New plugs, cap, distributor, fuel filter, air filter. New oil pan and radiator withing the last month, and cat converter is a year old. I think it may need a valve adjustment. But it is still sluggish and I've lost about 60 miles per tank of gas. I'm thinking Vacuum problem or O2 sensors. Could it be that simple of would the valves be causing my problems? I just had to lower my exhaust to replace my oil pan so I could see the manifold is crack free. Thoughts? Could my O2 sensors and valve adjustment bring my car back to life? I'm going to replace the O2 sensors tonight but I've seen many post on this problem but no solutions.

you could go with just going through basic tune up stuff o2 sensors and such. also this area is for 7th gen you probably want to go with 6th gen from now on

Have not but will check. Changed up steam O2 and made a big difference. Thinking the downstream will help a little more. Some power restored and will check mileage in a day or two. Kind of surprised O2 sensor would make such a difference.
