Honda civic 2001 EX nosie from hood!

I recently notice a whistling like noise coming from the hood not sure exactly where (only happen on the freeway at high speed like around 60 mph to 80 mph, even when I let go of the gas pedal and put the gear in neutral). When I just on the city street It doesn't happen at all.

Heres what I recently did to the car.

Changed spark plugs (Done by myself)
Changed timing blet, waterpump, both the serpentine belt(Done by Shop)
Replace the both Lower control arm bushing (Done by Shop)
Replace both lower ball joint (Done by shop)

I also scrape the rubber/pastic black guard under the bumper off and I just took the whole thing out.. Not sure what the part is call though..

Anyways I was wondering if ya can help...

1) Shut the sunroof.
2) See if you have any of these stuck on the car:

I have heard a couple of these just SCREAM when stuck in the wrong place.
(Sound familiar? LOL)

No, a belt doesn't normally make more noise the faster you go on these cars.
None of us are there to hear your noise. I'm only making wild guesses.
