Help with Early rev limiter on 02 ex

My 2002 civic ex stick car keeps hitting the rev limiter at about 3800-4000rpm's it happens is any gear or while in neutral. check engine light is on as well but I havnt checked the codes. I just got the car today from my in-laws

check your oil level...and your search button works good too...

I checked engine oil, and I did a search for a hour, it didnt work so well for me on this topic...

if the oil is good...check the code, It's free at Oreily's, Advance, and autozone...If it's not the oil, then it could be MAP sensor, or VTEC solenoid...or a number of a few other things...
