Quick wheel bearing replacement question

I've read the DIY threads and watched all the videos which are very helpful. I'm gearing up to do this on my 01' EX over the holidays and running through everything in my mind.

I see how the brake drum cover comes off but nowhere do I see how it goes back on. Given it takes some force to take off what is required to put it back on? Or is it supposed to just sit in there nicely and the lugs keep it on (meaning it only takes force to get off b/c of rust etc).

The lugs keep it tight and over time they become stuck to the hub with rust n such, just like a disc brake rotor.
