Cruise control lightly surging?

Cruise control lightly surging?
The cruise control in my 98 EX (Canadian) has trouble maintaining a steady speed on flat ground. I could set it for say 50 mph and it'll accelerate a bit past that, then coast back down, then accelerate past the set speed then coast again, etc. It only seems to do that on flat ground though, going up or down a slight hill it holds the speed fine. I haven't used the cruise control on highway drives because of this. Any idea what is causing this?
