i have a 2001 civic ex 4 door. 78xxx miles. my check engine light turned on while i was on my way to work today. i have been noticing an odd idle. its 5 speed and whenever i would put it into neutral after being in gear it will go down to 300 rpms then up to 1500 then back down to 300rpms and stay there. i got the check engine light codes:
P1298
electric load detector (ELD) circuit high input
probable cause: -open or short circuit condition
-failed ecm
P1457
EVAP emission control system leak detected (control canister system)
probable cause: -loose fuel cap
-vapor canister saturated
-failed vent solenoid
-failed purge solenoid
PLEASE HELP i just would like to know if there are any ways to rule out any of these causes so as to find the actual problem. thank you.

The ELD is a small transformer built into the fuse box that monitors the draw off the battery. The ELD in turn feeds voltage to the ECU, which instructs the alternator how much to output based on the voltage its receiving.
It sounds like the ELD itself is toast, which means you would need to replace the fuse box. Before you drop some cash replacing the FB however, test the alternator and check all your battery and ground connections those are also possible causes.

Honda has since made the ELD available singly. Part number is at the bottom of the TSB:

replace ELD, replace fuel cap (with a new one from honda). do not buy aftermarket fuel caps. and yes they do go bad over time and do not seal as well.

when I replaced my ELD, it cost me 20+shipping.. I'd expect $30-35 at the dealer

ok thank you. did the check engine light turn off after you changed it? or will i have to reset it

I don't remember.. haha..
Seeing as how I disconnect the battery whenever I deal with car electronics, it probably reset itself from disconnecting the battery

Start the car, if the CEL is still on then reset it.
To reset either disconnect the battery or pull the ECU fuse for a minute.
