Replacing the valve cover grommets

How do you replace the valve cover grommets? Specifically, how do you get the new grommet on to the bolt? I've already ruined a set of those rubber grommets trying to force it onto the bolt, looking for help.

Are there 2 sets for the Civic(one on top and one underneath the VC)? I know on my Corolla, there were just 4 grommets that came off when you took the 4 bolts off. Installation was pretty straightforward. You'd put the VC on over the 4 gigantic screws, place the grommets on next, and then the bolts. Just didn't wanna overtorque them.

I ended up taking the bolts and the grommets and soaked them in used motor oil for an hour. Then I put a socket on the ground, put the grommet on top of it, then the bolt. I hammered the bolt through the grommet and the oil loosened it up enough so it wouldn't break.
