2000 Civic Spedometer goes to 20mph when car is on

I have seen several threads on speedometer issues. This case is a 2000 Honda Civic 4 door, with auto transmission. The speedometer goes up to 20 as soon as the car is turned on in park. It doesn't change, maybe flutters a bit and that is it.

Is there a way to test the vehicle speed sensor or the speedometer?

I know it has to be one of these or the wiring between. Any quick ways to rule one out over the other without spending a lot of money?

No Check Engine light and the odometer doesn't work either.

sounds more like the gauge cluster is bad. try to find a cheap replacement to swap in and see if it fixes the problem.

Use a scan tool.
