Codes U1204 and U0100 car wont start

Codes U1204 and U0100 car wont start
I am rebuilding a 2006 Honda Civic Hybrid I we just got it put back together and are getting codes
U1204 Invalid or Missing Data for Steering Column
U0100 Lost Communication With ECM/PCM "A"
It turns over but no start disconnected the fuel lines and no fuel is being pumped.
Any help is good help I wanna be driving my civic back to work in 2010!
Tried simply clearing the codes and they come right back

what exactly did you rebuild, and what happened to the car in the first place... it sounds like wiring issues.
