Strange Brew: 2001 Civic Engine Has Much More

Torque than my 2000 Civic.
Both engines are SOHC. I am trying to figure out why my 2000 Civic has no where near the torque and responsiveness of the 2001 I want to buy.
I have changed Plugs, Air Filter, Fuel Filter, and PCV Valve.
I noticed a significant improvement only after replacing the PCV valve.
I pulled the distributer cap and inspected it. Nothing out of the ordinary. I did see some indication of arcing at the rotor since it had some black on it but very little. I cleaned it and I think I felt some improvement.

Anyone Have Any Idea What's Going On Here?

Any Assistance Is Greatly Appreciated!

i have a feeling your older car just needs major tuneup. i did this recently to our 92 accord and im amazed how fast it got. change the cap and rotor, get new ngk plug wires, new plugs (ngk or denso), clean air filter, oil change, power steering fluid change, and clean out all the intake system parts like throttle body, idle air valves, etc. then start running some good oil and gas additives like lubecontrol.com products. also have your ignition timing checked once you do all these things.

the newer 2001+ civics do have some improvements, like coil on plug ignition (no wires) and few other things, but not much of a difference. also vtec engines tend to be slower than non vtec at lower rpms (since they run on less valves until the vtec engages above 4500 rpm).
