How do i reprograme a IR (Infra Red) Valeo 2 button type remote key fob?

on a 1999 honda civic.1,4s

I lost my original key fob and got a 2nd hand one from scrap yard.

This is the Infra red type and not the wireless type.

I have searched the forums and found the reprograming instructions that refer to the ignition key in ignition to II positions and press lock on fob, then key off, then repeat this proess 4 times.

However this doesn't work for me.

Am i correct in assuming that this type of keyfob has the code hard coded into the key fob and cannot be reprogrammed?? so therefore is useless?

I would apreciate some help one way or the other guys, as if not possible i will stop searching
