Another Whistling Question

I've looked for my exact problem in other posts and see a lot of people with "whistling" issues but didn't see one that matched mine. If I've missed it, I apologize:
I do a lot of stop and go driving with my 2002 civic EX on a congested expressway. I get a whistle about a second after the car comes to a complete stop. Sometimes I notice it when the car is just starting to move again. It's a short (one second) whistle noise that low in tone and sounds almost human. It sounds like it comes from under the hood on the passenger side. The car only has 45K miles on it. Please tell me my transmission isn't going(?)

Have you figured this out yet? The SAME thing is happening to my car! About the same mileage, too. Any help you could provide would be greatly appreciated!
