Goofy headlight problem

For some reason I was driving home and the High beam indicator on the dash came on, then off, then kept flickering on and off the whole way home. I took a look at it when I got home, it appears as if both the highs and lows are on at the same time. I have both headlights, not doing one eyed jack or anything, but just cant get only lowbeams to work. I'm just not sure why. Is that a dead bulb thing? Or a wiring harness thing, or the relay? I was having trouble getting it to flicker back to just low beams, seemed to be related to hitting a bump or dip on the road. leads me to think loose wire, but not sure. I dont do wires.
