honda civic check engine code P0172 Fuel mixtiue rich

any ideas on this one i have replaced o2 sensor 2 times, the spark plugs look perfect not black, it's a honda civic ex 2001 auto and getting 24 mpg all around. Is that bad mileage for a stock civic that runs good? it is epa rated at 31 city and 38 hwy. air filter and throttle body are clean. how hard is it to change a fuel pressure regulator and how expensive are they and how can i test it. the injectors must be ok because the spark plugs look good. also as a side note i have a p1298 code that is an electic load detector i guess it tells the alternator that the battery is charged enough and to stop charging it. anybody know how to and how hard it is to replace one? any help with this will be apreicated-- thanks john

the ELD is located in the fuse box. on the under side of it. not sure if it is replaceable seperately. you may have to purchase a new under hood fuse box.

As far as the rich mixture. the regulator is in the fuel tank attached to the pump. It is a possibility that is the reason for the rich mixture. From what I know, to check it, just hook up a fuel pressure gauge and run the car at idle. if the reading is higher then spec, the issue is the regulator. I know on other cars with the regulator on the rail, disconnecting the vacuum line from the regulator usually raises the fuel pressure and hooking it back up reduces it.

even the manaul says the first thing to do is check the fuel pressure. If too high, replace the regulator. it also asks if there are any other codes popping up.
