well does the radiator fan work with the AC on? And also does the compressor run when you turn the AC on?
If yes, first check to see if the no. 1 or the no.14 fuse arent blown. If those are both ok, check the condensor fan relay. to test it, apply power to terminals 3 and 4 and see if there is continuity between terminals 1 and 2. there should be. And no continuity between 1 and 2 when power is disconnected from 3 and 4.
If all those are ok, let me know and I can continue with what else to check.

If neither fans operate when the AC is on, again check the no. 1, no. 14 and no. 4 fuses. If they are ok, remove the condensor fan relay and measure the voltage between no. 3 terminal of the condensor fan relay 4P socket and ground. The socket has a black/yellow wire going to it. Do this with the ignition in the II position. Is there battery voltage?
If no, repair the open in the wire between the no. 14 fuse in the under dash fuse box, and the radiator fan and condensor fan relay.
If yes there is battery voltage, turn ignition off, and reinstall the condensor fan relay. and make sure the AC switch is off. Turn ignition on to the II position and using a backprobe set, measure the voltage between the no. 6 terminal of the ECM/PCM connecter B (24P) and ground with the ECM connecters connected. Is there battery voltage? If yes, reprogram the ECU or replace with a new one. If no, repair the open in the wire between the radiator fan relay and the condensor fan relay and the ECM.
Based on what you said that neither of the fans work with the AC on, but the compressor does run, this is the troubleshooting for that. Its confusing, but hope it helps you. If you have any questions, let me know.

I had this same problem and it was because of a plug coming undone. If you're looking at the car, check for a plug that goes down under the alternator somewhat below the right headlight. I know it seems easy, but that was all that was wrong with mine.
