Speedometer Problem?

Im not exactly sure what it is but i was driving home today and it felt like my car had some serious lag. After i felt the lag i looked at my speedometer and it was almost at 60mph but i was not going nearly as fast as that. Does anyone have any idea what it might be? Any help will be great

Bullet is an unknown quantity at this point
My old 92 plymoth sundance (bad *** car)big engine, had a sensor on the tranny that had to be replaced due to peg out of speed that kicked in the gov. Sucked but pretty cheap fix if thats it. Dont know about the civic though or if its close to your problem but might be.
