07 Honda Civic Key Won't Go To Position 0

07 Honda Civic Key Won't Go To Position 0
The key will not goto position 0 from 1 unless battery terminal is removed. Everything works fine but that. As soon as the battery terminal is removed the key turns from 1 to 0 perfectly.

Relay or solenoid may be sticking, or the car isn't detecting that it's in park
