06 Civic MT rolls back when on incline with emergency brake engaged

06 Civic MT rolls back when on incline with emergency brake engaged
I recently picked up a 2006 Civic LX Coupe and have noticed that when I park on an incline, my car still seems to roll back despite having the E-Brake all the way up. I also tried having the vehicle in 1st with E-Brake on and it still seems to roll. Am I supposed to give the car a bit of leeway on inclines, or is it a problem with my brake system? I would appreciate some help

Parking brake probably needs adjusted. When only left in gear, there will be some movement.
