The horizontal plastic piece that is on the outside of my front windows have got spots on it from the rain I guess, and I cant get it off. Is there anything that I can buy to fix it or clean it. Thanks for the help everyone.

try some 409, or fantastic works really good believe it or not on cleaning my wheels, or maybe some regular window cleaning.

If your referring to the black molding some Meguiars balck shine will work or even Mothers back to black will do the trick
