Honestly, I'd send a pic to the ebay seller and srs be like, "wtf," but in.. nicer terms.. It seriously looked like they grabbed paint from a pile listed "2001-2005 civic - blue" and sent you the first one they grabbed. 01-03 had Eternal Blue Pearl (B96P), which is more like the blue that got painted on your car. Fiji Blue Pearl (B529P) replaced the blue color in 04 when they did a facelift on the front end.
I've had good luck with paint from automotivetouchup.com. Got me a 12oz spray can of Eternal Blue Pearl for my 2002 and paint match was spot on. I will say, however, the paint swatch they show on the website is super dark compared to what Fiji Blue Pearl looks like in person. Then again, the Eternal Blue paint swatch they show is super dark, too

C-Max has been great for me. They’re the paint guys that NAPA goes through (though NAPA’s been completely useless for me). I’ve been able to get the green clover for my civic and the memory red (really hard colour to find) for my jetta.
Just realized that C-Max is Canadian; I'm assuming there's an American equivalent.
